Germany – Still a Welfare Partnership Country?

Abstract Germany’s traditional nonprofit sector, rooted in membership associations that served as intermediaries between citizens and government, is a story of the past. The organizations have either suffered from significant decrease membership, or they turned into business-like organisations. As result, welfare partnership still place. However, partners significantly changed: governments are enchanted with logic market; no longer part civil society but proxies corporate enterprises, volunteering welcomed by government substitute for cheap labour.
